RESIDENTIAL DEVELOPMENT

Brentwood Station
This project is currently in the final stages of completion of the first home and construction has begun on the second home.

Noah's Landing
The plans for the basic units have been approved. Permits have been issued for the demolition of existing structures on the property.

DEVELOPMENT ISSUES

Fifth Third Bank and Insignia Homes townhomes (Covington Office Plaza), Dundee Rd/Golfview Terrace
The Plan Commission conducted the public hearing on July 17 and voted unanimously to recommend approval. An ordinance will be considered by the Village Board on August 19.

Aldrich property, 16226 W. Aptakisic Rd
The public hearing concerning the annexation agreement has been continued to the August 19 Village Board meeting.

Prairie Station, SE corner of Prairie Rd/IL Route 22
The first workshop was conducted on April 3. The developer has subsequently made substantive changes to the site plan. The new plan is being circulated to the Village Board for comment.

Prestige Leasing
The Village Board referred this proposal to the Plan Commission on July 1. The petitioner has amended the Petition for Concept and Preliminary Plan Review to include all of the parcels for the proposed development site. The first Plan Commission workshop is tentatively scheduled for August 21.

Riverwalk North
The fourth workshop by the Plan Commission was completed on July 24. The Commission expressed concern with the number of variations that are requested, the overall intensity of the development and traffic impact. Concepts for reviewing appearance elements for a phased development were discussed as well as appropriate zoning for the residential use. The Commission indicated that the project is ready to proceed to a public hearing. The developer has not requested a date for the public hearing.

Dundee Road Corridor

1. 1375 Dundee Rd.
  • L’Ermitage (formerly Crystal Banquets): The revised plans were approved and construction is proceeding. This project is currently in the dry wall phase of construction.

3. Plaza Verde East
  • Market Max Realty: The certificate of occupancy was approved on August 12, 2002.
  • Cyber Café: A permit was issued on July 25, 2002.
  • Gulo’s Pizza: Plans were submitted on August 2, 2002 and are currently under review.

5. Cambridge Commons
  • Copper Mountain: The certificate of occupancy was approved on August 8, 2002.

  • Charter One Bank: Plans were submitted on August 5, 2002 and are currently under review.

McHenry Road Corridor

  • Page Comm: The certificate of occupancy was approved on July 29, 2002.

  • Dr. Ha: This project is currently in the drywall phase of construction.

  • Royal Phone Co., LLC: The certificate of occupancy was approved on July 12, 2002.

  • Dominick’s: Plans were submitted for the remodeling of the store on August 6, 2002. Currently the plans are under review.



PUBLIC BUILDING CONSTRUCTION

Arboretum Maintenance Building
The equipment move-in was approved in February 2002. Currently waiting for contractor to call for a final inspection.

Arboretum Clubhouse Building
They are currently erecting the steel.

Raupp Memorial Museum
This project is currently in the final stage of construction.

Public Service Center
Remaining items to be completed include some backfilling behind curbs, finish grading behind the material storage building, photo-eye connections of the north and south gates and the over head door. We are striving to have all punch list items completed before BG Days.

TRANSPORTATION

Road Construction

1. Lake Cook Road to Open to Two Lanes in Each Direction at Railroad Overpass
Per the Transportation Management Association of Lake-Cook (TMA), the County Highway Department (CCDD) has set Friday August 16th as the target date for opening traffic to two lanes in each direction on the portion of Lake-Cook Road currently impacted by the bridge work and lane closures at the Lake-Cook Road at Canadian National/North Central Bridge overpass in Buffalo Grove & Wheeling. Traffic realignment will commence after the morning rush hour and be completed by 4 PM on August 16th. Traffic will be shifted onto the newly completed westbound pavement lanes. Since March 2002 traffic flow has been reduced to one lane in each direction. Construction work will continue on the eastbound lanes over the bridge at Lake-Cook Road this summer and fall with the $6.4 million project targeted for completion on November 30,2002. Upon completion of the bridge widening this fall, Lake-Cook Road will have cross section of three lanes in each direction from the Canadian National/North Central bridge overpass to the Tollway (I-294).

2. Dundee Roadwork Begins August 19, from Buffalo Grove Road west to Milwaukee Avenue
Per the Lake-Cook TMA, the Illinois Department of Transportation (IDOT) will start resurfacing work starting Monday August 19th on Dundee Road from Milwaukee Ave to Buffalo Grove Road. IDOT agreed to hold off resurfacing work on this section until Lake-Cook Road was open to two lanes in each direction as part of a coordinated effort between IDOT, CCHD, Village of Wheeling and Buffalo Grove & TMA to minimize the spillover effect of two concurrent construction projects.


3. Aptakisic Road to Close for Three Days at Railroad Crossing
Beginning August 24 Aptakisic Road will be closed for three days at the Canadian National Railway’s Wisconsin Central Division railroad crossing. The Lake County Division of Transportation (LCDOT) indicates that the closure is necessary to allow Canadian National’s Wisconsin Central Division to complete temporary repairs at the crossing. The crossing should reopen for traffic in the late afternoon of Monday, August 26, 2002. Local traffic will be allowed from Milwaukee Avenue to the railroad crossing. No traffic will be allowed from Weiland Road to the railroad crossing. The signed detour route for the Aptakisic Road closure will be Weiland Road to Deerfield Parkway to Milwaukee Avenue.


4. Buffalo Grove Road to Experience Daily Lane Reductions Beginning August 19
For approximately 35 working days beginning August 19, lane reductions will be required on Buffalo Grove Road in order to accommodate a resurfacing project by the LCDOT. The work will be done on a section of roadway from Lake Cook Road to Illinois Route 83.



5. Arlington Heights Roadwork to Begin August 26
Beginning August 26, concrete patching will take place on some of the storm water flow structures along Arlington Heights Road between Lake Cook Road and Illinois Route 83. The LCDOT estimates that this project will take forty working days.

PACE Bus Route 640
The Village of Buffalo Grove will be celebrating the launch of the new bus service, Route 640, that will begin operating next week. The "Kick Off" event will be at 9 a.m. Monday, August 19, at the Buffalo Grove Metra Station. Refreshments will be served following by a few brief presentation. Subsequently, President Hartstein will invite everyone to “Ride the Route” with him. Route 640 will fill a midday gap in local train service, allowing more Buffalo Grove residents to commute to and from Chicago, and between Buffalo Grove and the busy Lake-Cook Road corridor. Route 640 will run hourly on weekdays from 7:52 a.m. to 3:52 p.m. between the Buffalo Grove Metra Station on the North Central line and the Lake-Cook Metra Station in Deerfield on the Milwaukee District North Line. There will be eight eastbound trips and eight westbound trips each day.



MANAGEMENT ISSUES

General
1. Hamilton Partners applied for Special Event Permit
Hamilton Partners is holding a Tenant Summer Appreciation Party on Wednesday August 21, 2002. The event will run from 11:30 a.m. to 1:30 p.m. provide food and live entertainment to guests. The event is intended to show Hamilton’s appreciation for all its tenants in Buffalo Grove Business Park.

2. Noise Concern at Emmerich
The BGRA contract with the Park District to use the fields at Emmerich Park expires in September, 2002. According to Mike Rylko, the re-negotiations of the contract will include discussion regarding the use of the P.A. system. After the negotiations are complete, the information will be shared with the two residents who expressed concern with the noise from the P.A. system. Follow-up information will be shared with the Village.


Fire
1. MDA Boot Drive
The Buffalo Grove Fire Department MDA Fill the Boot Drive will be held on Friday, August 23, 2002 at the corner of Lake Cook and Arlington Heights Road from 6:00 AM to 6:00 PM. The Fire Department will again try to be the number one contributor in the state.

2. Health Fair
Battalion Chief Larry Swieca and Inspector Joe Welter participated in the Wheeling Park District Health Fair on August 2nd. Jonathon Hickman who is a member of the Kingswood United Methodist Church Boy Scout Troop organized the fair. The Fair included participation from the Fire Department, the Buffalo Grove Police Department, Wheeling Fire and Police Departments, the Red Cross, Northwest Mosquito Abatement District and others. Fire safety, hearing-impaired devices, CPR and AED training and other topics were covered. The Fire Department’s Public Education Trailer was also on site providing general fire safety information.

3. WMD Training
Members of the Fire Department attended a Weapons of Mass Destruction (WMD) seminar which covered an action plan for Public Information Officers (PIO’s) during a WMD event on August 8th. The focus was to train PIO’s on the timely, accurate dissemination of information to the media and the public when faced with this type of incident. Coordinated through Illinois Emergency Management Association (IEMA), the intent is to have coordinated information that does not contradict other information from many of the agencies involved in WMD incidents. New systems are being tested that allow timely dissemination of information through state and local police agencies. The intent is to provide current relevant information within 30 minutes to first responders.

4. National Night Out
The department participated in the National Night Out on Tuesday August 6th along with the Buffalo Grove Park District. Members provided fire safety training through the use of the Lake County Fire Chief’s Fire Safety Trailer, which is also a feature of the Fire Department’s Open House annually. The trailer allows children of all ages to review evacuation procedures from homes and safety planning.
